Where can we find regulations and technical rules for Pienoisralli?

Technical regulations (cars and safety equipment) are completely same as every other national rally in Finland. Pienoisralli has a bit shorter route and it's made with a slighty smaller organisation. Pienoisralli is usually driven without pacenotes.

Translated: The rules for ABC rally will be published in KITI as soon as the official aspects are done. Rules will tell, which classes are competing and where actually the competition takes place.

And can we enter the competition with Russian licenses or we need only Finnish licenses?

Most likely you will need Finnish licenses, but if the organizers are allowed and willing to do this as NEAFP event (this is not always the case), you might be able to attend with Russian license. Best thing would be to contact the organizing club for details. http://www.ksau.fi/ and you can find the e-mail from the front page

We publish ABC-rally´s regulations 1.12.2012, in Kiti and http://www.abcralli.fi (opening soon). This rally is not NEAFP, so you must have finnish licenses. More info: juha.koskela@okautoralli.fi .
If you want to drive here in Kouvola, you are welcome next summer, 12-13.7.2013. Then we have rally which is NEAFP.

Is there any list of NEAFP events in Finland?

As I understand all SM rallies, rally Finland and Artic rally are international.

Some historic ralliies are NEAFP and some other rallies might also be..it depends on the organizer and also if there are enquiries from abroad to the organizers. No detailed list exists at the moment of all NEAFP rallies, I think, except for those you mentioned.
